The Electrical Safety Act: registration, self-audit and authorisation

Sweden regulates the wiring of a home as tightly as its waterproofing — because a bathroom is the one room where water and electricity share the walls. The framework is the Electrical Safety Act, in force since 1 July 2017 and overseen by Elsäkerhetsverket, the National Electrical Safety Board.

From individuals to company responsibility

The Act replaced a system built around individual tradesmen with one built around corporate responsibility. Electrical safety is now a documented obligation of the *company*, watched over by an authority — not something left to the goodwill of whoever turns up.

Registration and self-audit

Any business carrying out electrical installation work must be registered with the board and must run a self-audit programme (egenkontrollprogram) — a written system describing how it ensures the work is safe and correct. This is the electrical equivalent of the quality systems in the wet-room trades: the standard is enforced through documented process, not assumption.

Authorisation and accountability

Authorisation is held by individuals — the qualified electrician — while the company must appoint a person responsible for regulatory compliance. The board supervises by checking that companies actually follow their own programme and the rules, and can act against those that don't.
